Founder and Regional President J. Michael Jernigan founded Select Health of South Carolina in 1995 to help low-income families improve access to health care in our state. Its First Choice plan was the first Medicaid health plan in South Carolina.

Born and educated in South Carolina, Jernigan graduated from Clemson University and began his professional career working with hospital clients in 1977. After 20 years with various health provider organizations across the country, he returned to organize Select Health with a mission of helping families access care and stay well while building healthy communities.

Jernigan’s leadership ensured a smooth transition for members, providers and associates in 1999, when Select Health joined the AmeriHealth Caritas Family of Companies, one of the nation’s leaders in health care solutions for those most in need. In 2010, Jernigan assumed responsibilities as Southern regional president, overseeing growth and operations in eight states. His duties include providing oversight for new business while supporting growth opportunities in the Southeast.

Developing relationships with organizations committed to improving the lives of children is also a priority for Jernigan. Jernigan serves on the board of the Medical University of South Carolina Children’s Hospital. He also served five years as board member and president of the National Exchange Club Foundation. He is president of the Coastal Carolina Fair, a member of the South Carolina and National Rural Health Associations and a 2003 graduate of Leadership South Carolina.

He was named Charleston Regional Business Journal’s 2010 Health Care Hero in the health professional category. In January 2011, he was awarded the Palmetto Patriot Award by Lt. Gov. Andre Bauer, which recognizes individuals who have made outstanding contributions to their fellow citizens and the state of South Carolina.

Rebecca Engelman

Rebecca Engelman
Market President

As market president, Rebecca Engelman leads overall operations for Select Health of South Carolina. Engelman was part of the team that launched Select Health, and she began as Select Health's senior director of Medical Services.

As market president, Rebecca Engelman leads overall operations for Select Health of South Carolina. Previously, she served as the market president of AmeriHealth Caritas Louisiana, a Medicaid managed care plan serving all of Louisiana.  At AmeriHealth Caritas Louisiana, Engelman was responsible for the strategic direction, growth and leadership of the plan, including the daily operations of Network Operations, Network Management, Information Services, Quality, Community Health, and Regulatory and Legislative Affairs.

She brings to the role nearly two decades of executive-level leadership in the Medicaid managed care field. Engelman was part of the team that launched Select Health, and she began as Select Health’s senior director of Medical Services, where she led the development of the plan's Quality Improvement, Utilization Management, Case Management, Credentialing and Outreach Services teams. She held the role of senior director of Quality Improvement before becoming Select Health’s vice president of Operations.

A nurse by training, Engelman began her career at three hospitals in Florida, working in both surgical units and emergency rooms. She received a master’s degree in nursing administration with honors from the Medical University of South Carolina.

Jay N. Powell, FACHE

Jay N. Powell, FACHE
Vice President, Medicare-Medicaid Plans

Jay Powell is the Vice President of Medicare-Medicaid Plans for First Choice VIP Care Plus by Select Health of South Carolina. Jay serves as the state of South Carolina's market leader for the company’s Medicare-Medicaid plan (MMP).

Jay Powell is the Vice President of Medicare-Medicaid Plans for First Choice VIP Care Plus by Select Health of South Carolina. Jay is based in Charleston where he serves as the state of South Carolina's market leader for the company’s Medicare-Medicaid plan (MMP). Prior to assuming his current role, he worked in various capacities with Select Health’s parent company, AmeriHealth Caritas.

Prior to transferring to South Carolina in January 2015, Jay was AmeriHealth Caritas’ Executive Director of Medicare Advantage in Washington, D.C. He also worked in an AmeriHealth Caritas corporate role as Director, Market Expansion and Development. In that role, he was responsible for promoting AmeriHealth Caritas products, services, and solutions to state and local governments, and other entities operating in the public sector health care space. Jay’s contributions in his market expansion role led to AmeriHealth Caritas District of Columbia’s successful 2013 Medicaid contract award.

Earlier in his career, Jay gained extensive experience in managed care, public health, and marketing while working for UnitedHealthcare; John Snow Inc. (JSI); Mercy Medical Center of Baltimore, MD; and Prudential Health Care. Additionally, Jay is also a proud military veteran, having retired from honorable service in the United States Air Force.
Jay holds a Bachelor of Science degree in business management from the University of Maryland and a Master of Science degree in health services administration from Central Michigan University. He is also board certified in health care management as a Fellow of the American College of Healthcare Executives (FACHE).

Jay is an active member of several professional organizations, including the American College of Healthcare Executives and the National Association of Health Services Executives (NAHSE). He is past treasurer of NAHSE’s Baltimore Chapter and served on NAHSE’s national public policy committee. Jay has also served on the board of directors of Volunteers of America Chesapeake and People Encouraging People (PEP), a community behavioral health organization, based in Baltimore, MD.

Fred Hill, M.D.

Chief Medical Officer

Dr. Fred E. Hill joined as chief medical officer for the Southern region in 2014. Hill leads medical affairs for Select Health of South Carolina and AmeriHealth Caritas Louisiana and oversees the ongoing growth and expansion of medical initiatives for the Southern region.

Hill is a board-certified family practitioner with more than 30 years of clinical and administrative experience, much of it with Medicaid insurers. He comes most recently from Aetna, where he served as chief medical officer for its Florida Medicaid product and most recently for its entire Medicaid line of business. He also spent more than 15 years as a practicing physician and is board certified by the American Board of Family Medicine.

Hill received his Doctor of Medicine degree from Medical College of Ohio (now University of Toledo College of Medicine), where he also completed his residency in family medicine and was chief resident in his final year. He earned his Master of Business Administration from the University of Phoenix.

Greg Barabell, M.D.

Greg Barabell, M.D.
Medical Director

Dr. Greg Barabell joined Select Health as a Medical Director in 2012. He works closely with asthma initiatives for Select Health and across corporate lines. He also works with the state partnership Quality through Technology and Innovation in Pediatrics (QTIP) for Select Health.

Dr. Greg Barabell joined Select Health as a medical director in 2012. Board-certified in pediatrics, he focuses on quality improvement initiatives for Select Health and across the AmeriHealth Caritas Family of Companies, of which Select Health is a part. Dr. Barabell provides leadership in Provider Network Management, Provider Network Operations, Utilization Management, Care Management and Member Services, working to ensure First Choice by Select Health members get care, stay well and build healthy communities.

Born and raised in New City, New York, Dr. Barabell received a Bachelor of Arts from Cornell University and Doctor of Medicine degree from Upstate Medical University, State University of New York. He moved to Charleston in 2007 to complete his pediatric residency at the Medical University of South Carolina (MUSC). During his residency, Dr. Barabell worked under Emma Forkner, South Carolina Department of Health and Human Services director, helping to coordinate the rollout of the Health Information Technology for Economic and Clinical Health Act. He is a Certified Professional Coder.

Dr. Barabell is a strong advocate for health information technology as a means to improve care coordination. As current chair of the board of directors for the South Carolina Health Information Partners (SC-HIP), the nonprofit that oversees the South Carolina Health Information Exchange (SCHIEx), he was instrumental in obtaining a $300 million cooperative grant to expand interoperability within the state and the Southeast. Since 2010, he has worked with the state partnership Quality through Technology and Innovation in Pediatrics (QTIP), and serves as an executive committee member of the Charleston County Medical Society.

Throughout his career, Dr. Barabell has focused on making long-lasting changes at the local and state level for South Carolina's children and families. He served as a South Carolina executive committee member of the American Academy of Pediatrics and as an adviser to its Bright Futures program. Since 2013, Dr. Barabell has served as a board member for Family Connection of South Carolina, with contributions to its Project Breathe Easy and BabyNet. He is also a committee member for the Charleston Mayor's Office on Children, Youth and Families.

Dr. Barabell lives in Charleston, where he enjoys scuba diving, riding his moped around town and spending time at the beach with friends and family.

Roger O. Beardmore, Psy.D.

Roger O. Beardmore, Psy.D.
Medical Director

Dr. Roger O. Beardmore leads behavioral health initiatives for Select Health. He is a clinical psychologist specializing in health psychology, and child and family psychology.

Dr. Beardmore brings more than 20 years of behavioral health care experience to Select Health. He spent the majority of his career with PerformCare in Harrisburg, Pennsylvania, primarily serving as a managed care psychologist advisor to health plans in Indiana, Pennsylvania, and South Carolina. He also served as a member of Select Health’s Behavioral Health Quality of Clinical Care committee before officially joining the health plan.

Dr. Beardmore earned an undergraduate degree in religion at Duke University, master’s and doctoral degrees in psychology at the Philadelphia College of Osteopathic Medicine, and earned his post-doctoral residency at Pennsylvania Counseling Services. Originally from Dayton, Ohio, he currently resides in Summerville, South Carolina.

William Burnham, M.D.

Dr. William Burnham has spent the past 25 years practicing medicine in South Carolina. He came to Select Health from a family medicine/urgent care practice in Mount Pleasant.

Dr. William Burnham has spent the past 25 years practicing medicine in South Carolina. He came to Select Health from a family medicine/urgent care practice in Mount Pleasant. In the past, he has served as medical director for a rural hospital emergency room, hospital chief of staff and county EMS and rescue squad medical control officer. He also was an associate professor and geriatric program director at the University of South Carolina, School of Medicine.

Dr. Burnham graduated from Jefferson Medical College in Philadelphia and completed a family practice residency in Canton, Ohio. He is a fellow of the American Academy of Family Practice and has been certified in geriatrics and emergency medicine.

Tricia Crimminger serves as Select Health's Director of Communications. She has worked in public relations, marketing and communications for 26 years, specializing in travel and tourism, public education and health care.

Crimminger is certified in crisis communication and has won professional association awards recognizing excellence in consumer publications, annual reports, speech writing and internal/employee communications. She has a Bachelor of Arts in Journalism from the University of South Carolina.

Deonys de Cardenas

Deonys de Cardenas
Director of Compliance

Deonys de Cardenas serves as Select Health of South Carolina's director of Compliance. She provides strategic direction and leadership for compliance, regulatory and risk management activities and management of state contracted services, in addition to serving as the plan’s privacy officer for HIPAA compliance.

She provides strategic direction and leadership for compliance, regulatory and risk management activities and management of state contracted services, in addition to serving as the plan's privacy officer for HIPAA compliance.

Most recently, de Cardenas was an attorney with Womble Carlyle Sandridge and Rice, LLP, in Atlanta, in the health care practice group. In that role, she advised hospitals, health care and life science companies on compliance, operational and regulatory issues including the Sunshine Act, HIPAA, implementation and use of health information exchange, accreditation, Medicare and Medicaid reimbursement matters, government investigations, state professional licensure requirements and Clinical Laboratory Improvement Amendments compliance.

She has also worked in the Compliance office for Piedmont Healthcare, Inc. in Atlanta. She holds a law degree and bachelor's degrees in nursing and English from the University of Florida. Prior to receiving her law degree, Deonys was a nurse in the surgical intensive care unit and interventional radiology.

Faleshia Jones was promoted to director of quality management in 2014 and oversees quality improvement initiatives for Select Health.

She has been in health care leadership for 17 years and has experience in the areas of operational and process improvement, quality coding and compliance, practice management and patient engagement and health care reimbursement.

Jones holds a Bachelor of Arts in Health Care Management from Charleston Southern University as well as a Bachelor of Arts in Mathematics/Analytics from Southern New Hampshire University. She is a Certified Professional Coder and Microsoft Certified Solutions Expert in Business Intelligence.

Terry McMenamy is Select Health's director of Data and Technical Services.

Terry McMenamy is Select Health's director of Data and Technical Services. Terry provides strategic direction and leadership for data and technical services provided by Select Health including telecommunication systems, operating systems and all hardware and software located in-house and at remote locations. She also oversees all needs related to data. Prior to joining Select Health in 2015, Terry worked at AmeriHealth Caritas for 18 years. Most recently, she served as business engagement consultant for Information Solutions (IS), Business Engagement Services. She worked as the lead IS business partner and was the primary contact for customers developing and managing business partner relationships on behalf of IS.

Kevin Vaughan

Kevin Vaughan
Director of Member Services

Kevin Vaughan joined Select Health in 2006 with more than 18 years of health care experience, including 14 years of experience in call center management. At Select Health, Vaughan is responsible for the plans’ call center, member education and member outreach efforts.

Vickery has worked in managed care for more than 20 years. Her experience includes network development, managed care contracting, physician and hospital reimbursement, health claims management and customer service management. She earned a Bachelor of Science in Business Management from Limestone College.
